Responsible for ensuring a quality education program while acting as a generalist in supporting a successful team.

Typical Duties and Responsibilities:

1. Ensures component program goals are met and in compliance with local, state and federal requirements.

 Guides staff and families through school readiness in Early Head Start

 Monitors children/families receiving disabilities services.

 Provides ongoing training to staff according to needs assessment.

 Develops and ensures implementation of work plan(s) according to Performance Standards.

 Support and monitor DLL children and families.

2. Demonstrates the knowledge and skills needed to support all program components.

 Implements disabilities and education component training to management and center team staff.

 Ensures center compliance with Performance Standards and applicable federal and state requirements.

 Works cooperatively with all coordinators to ensure a smooth integration of all components.

3. Ensures quality operation of management team and assigned center team.

 Practices and supports open and honest communication among all staff members.

 Demonstrates initiative and ensures follow through.

 Develops program objectives and operating procedures (work plans).

 Acts as a facilitator and coach in team meetings.

 Participates in the functions of assigned staff: mental health staffings, home visits, classroom support; center team

meetings and parent center meetings.

4. Supports families in achieving quality life experiences.

 Encourages family goal setting and assists in the development of Family Partnership agreements.

 Provides education and information to families through parents’ center meetings, newsletters, flyers, home visits, and

other programs.

 Assists staff in involving families in the Head Start program.

5. Collaborates with community organizations to ensure access to resources.

 Assists in developing community partnerships.

 Participates in community groups such as Hays Interagency Coordinating Council, etc.

 Participates in meetings for School Readiness and Disabilities components.

6. Supports program excellence through the implementation of staff and program development plans.

 Develops program goals.

 Supports staff in establishing Professional Development Plans.

 Provides or arranges for staff training.

7. Promotes and respects the Code of Ethical Conduct as set forth by the NAEYC.

 Maintains a professional manner and appearance at all times.

 Insures confidentiality.

 Participates in the development and implementation of a professional development plan.

 Adheres to a mandatory reporting policy for child abuse and neglect.

8. Completes all other duties as assigned.

Scope of position:

Reports to the Director of Early Childhood Services. Provides support to a center team. Receives limited supervision. Develops

guidelines to achieve results mandated by Head Start Performance Standards, Federal Guidelines and U.S.D. 489. Requires the

ability to interpret appropriate guidelines and procedures. Work assessment is primarily based on goal achievement and client

satisfaction. Position includes solving problems with staff.

Position has direct financial budget impact in buying supplies and payment of contracted services to children and families. Policy

Council approves budget expense projection and planning. Monitors center team and parent meeting allocations to ensure

guidelines for expenditures are met. Daily contacts include all levels of staff, school district employees, volunteers, families, children

and community.

Knowledge, skills and technical ability:

 Must have a bachelor’s degree in one of the following:

- Early Childhood Special Education Services preferred

- Early Childhood Education

Must pass prior to starting position:

 Tuberculosis (TB) skin test

 Kansas Bureau of Investigation background check

 Physical Exam

Willing to certify:

 Cardio Pulmonary Resuscitation (CPR)

 First Aid

Requires:

 Proficient communication skills including oral, written, and small group facilitation for coaching, teaching and public relation

activities.

 Interpersonal skills to effectively lead and motivate staff, families, and volunteers. Able to resolve conflict and problem solve

creatively.

 Advanced organizational skills to deal with multiple issues.

 Sense of humor.

 Ability to work as a team player.

 Ability to identify program and individual goals for staff and families.

 Valid Driver’ License and reliable means of transportation.

Working conditions:

Spends approximately 35% of the time in the classroom, facilitating learning experiences for children, supervising staff and

volunteers; 45% in an office environment, planning and processing paperwork; and 20% off-site, which includes parent contacts and

community collaboration.

Beginning Date: August 2019

Salary and Benefits: The district’s current salary schedule has 12 categories, with salaries ranging from $37,420 to $59,070. Staff members employed by the school system for the first time can be granted credit for as much as 6 years of experience. A fringe benefit package includes single medical insurance coverage and term life insurance.

Position includes 25 Extended Contract Days to be worked over the Summer Months
