Job Description

 

General Function:
Responsible for assisting in budget development, processing expenditures, identifying budget variances and recommending appropriate actions to adhere to fiscal requirement and budget guidelines; ensuring compliance with established state and federal fiscal requirements; analyzing costs of program and services, and providing analytical information as may be required by administrative or program personnel and/or regulatory agencies.

 

 

Typical Duties and Responsibilities:

  1. Assists in the development of program budgets for the purpose of ensuring that resources are effectively utilized, expenditures are within budget and program/district objectives are achieved.
  • Develop annual budgets for all grants.
  • Review and update Cost Allocation Plan.
  • Complete budget section of grant applications.
  • Invoice other agencies and partnerships as applicable.

      2.      Monitors all elements of the budget to conform to program, district state, and federal objectives and regulations.

  • Complete budget projections through year end reports for grants.
  • Completes monthly Personnel Activity Reports.
  • Submits purchase orders and track status.
  • Process purchase receipts, invoices, expense claims, visa credit card charges, childcare statements.
  • Track EHS center-based monthly DCF payments.
  • Track program assets.
  • Track and reconcile bank statements.
  • Monitor hourly staff electronic time recordings, program time adjustments and leave.

      3.      Analyses data for the purpose of identifying variances and notifying appropriate personnel.

  • Generates reports periodically (at least monthly) from accounting software.
  • Complete cost per child/program cost analysis per budget and per actual cost.
  • Review payroll expenditures for accuracy.

      4.      Prepares written material for the purpose of reporting, documenting activities, conveying information and/or compliance with state and federal regulations.

  • Prepares monthly financial reports for Director, Policy Council and Leadership staff

      5.      Respond to inquiries from a variety of sources for the purpose of providing information and/or activities.

  • Works with BOE accounting, payroll and auditors; Federal and State grant auditors
  • Ensures center compliance with Performance Standards and applicable federal and state requirements.
  • Works cooperatively with all coordinators to ensure a smooth integration of all components.

      6.      Ensures quality operation of the program.

  • Practices and supports open and honest communication among all staff members.
  • Attends relevant training as required for position for professional development.
  • Meets with Director regularly for reflective supervision and fiscal issues.
  • Monitors fiscal regulations and provides staff fiscal training for compliance and regulations.
  • Provides fiscal orientation for new staff.

      7.      Promotes and respects the Code of Ethical Conduct as set forth by the NAEYC.

  • Maintains a professional manner and appearance at all times.
  • Insures confidentiality.

      8.      Completes all other duties as assigned.

 
Scope of position:
Reports to the Director of Early Childhood Services.  Receives limited supervision.  Develops guidelines to achieve results mandated by Head Start Performance Standards, Federal Guidelines and U.S.D. 489.  Requires the ability to interpret appropriate guidelines and procedures.  Work assessment is primarily based on goal achievement and client satisfaction.  Position includes solving problems with staff.  
 
 
Position has direct financial budget impact. Specific knowledge required to satisfactorily perform the functions of the job includes accounting/bookkeeping principles, concepts of grammar and punctuation, basic math calculations, write documents following prescribed formats, and present information to others. Ability to gather, collate, and classify data.  Specific abilities required to satisfactorily perform the functions of the job include communicating with a diverse groups; maintain confidentiality; meeting deadlines and schedules; setting priorities and working with detailed information/data.
 
Knowledge, skills, and technical ability:

  • Bachelor’s degree in job related area preferred.
  • Experience with grant reporting preferred.

 
Must pass prior to starting position:

  • Tuberculosis (TB) skin test
  • Kansas Bureau of Investigation background check
  • Physical Exam

 
Willing to certify:

  • Cardiopulmonary Resuscitation (CPR)
  • First Aid

 
 Requires:

  • Proficient communication skills including oral and written.
  • Able to resolve conflict and problem solve creatively.
  • Advanced organizational skills to deal with multiple issues.
  • Sense of humor.
  • Ability to work as a team player.
  • Manual dexterity required for consistent and accurate computer input.

 
Working conditions:
Spends approximately 80% sitting in an office environment and 20% walking/standing or off-site. Must be able to sit for an extended period of time and lift a minimum of 20lbs.
