I have a 24ft pontoon boat for sale it has a 2stroke 70hrs Johnson on it. All new floor 3yrs ago and an new carpet we love the boat but we don't use it near enough so we decided to sell it an let someone enjoy it instead of just sitting in my back yard. We used it a lot last summer with the pandemic having everything messed up but I'm gone for work alot so we have only had it out twice this year. I bought this boat from my dad who worked on boats for a living so it was well care for he never had a tittel an nether have I had no problems registering it with a bill of  sale an it doesn't need to be tagged.
