Russell Housing Authority has an open waiting list for one-bedroom apartments. The apartments are located in Lincoln Manor and Parkside Manor. These two apartment buildings are designated for the near elderly (50+), elderly, and/or disabled.

Eligibility Criteria

• A family with or without children, an elderly family, a near-elderly family, a disabled family, a displaced family, or a single person.
• Annual income must be within the low-income limit set by HUD.
• Each member of the household must be a citizen, national, or noncitizen who has eligible immigration status.
• Each household member must provide a Social Security card or certify that they do not have one.

Apartment is furnished with range and refrigerator. Laundry facilities onsite. No mowing or snow shoveling. Small pets allowed. Smoke free, vape free. Utilities included. 

Rent is based on income. Minimum rent is $50.
