Position Summary & Responsibilities:
Position Summary:
This position serves as the Business Manager for the Norton Correctional Facility (NCF).
Job Responsibilities may include but are not limited to the following:
Assists in guiding, directing, supporting and monitoring facility staff in their efforts to pursue the Department’s Vision and Mission Statement. Will also assist in developing strategies and resources for contributing to the success of the Kansas Department of Corrections Strategic Action Plan and Systems Inspection process. Directs and plans expenditures of budgeted funds, grant funds and local funds ensuring all expenditures are made within limits prescribed by state and federal statutes, regulations, policies and procedures. Ensures proper accounting reports and records are maintained and forwarded to appropriate agencies as requested. Reviews requisitions for issuing supplies and authorizes expenditure of funds for services, supplies and equipment needed for operations. Plans, establishes and administers a program for receipts and expenditures of canteen monies, inmate benefit funds, grants, and general fee funds. Ensures inventory control guidelines are in place and followed on a consistent, day-in and day-out basis. Directs the planning and operation of the following services: accounting, purchasing, collections, supply and inmate canteen.
Directs and administers the agency budget. Schedules and meets with the Warden and all departments to determine needs and expenditures in preparation of the annual agency budget. Prepares the final budget document for the agency, including detailed justifications for requested funds and the plan for financing programs, operating costs and capital improvement projects. Provides to the Warden and department heads, on a regularly scheduled basis, an accurate status report of the budget and funds available for the facility/department in carrying on the programs and services. Serves as counsel to the Warden in presenting the annual agency budget to Kansas Department of Corrections staff, and subsequently to the Department of Administration, Legislature and Governor.
Coordinates development and implementation of agency goals and management objectives with Warden, Deputy Warden and department heads and ensures achievement of same. Represents NCF in meetings with other state agencies, federal officials, private firms, and organizations relating to agency operations and practices. Assists in coordinating and describing program, service, supply and equipment needs for agencies grant requests. Presents in-service training programs for new employees as required.
Assists with development of general orders, policies and procedures for departments under direct supervision. Serves on General Order review committee reviewing and commenting on general orders, policies and/or procedures and making recommendations for revision of policies and procedures. Serves as member of the NCF Staff Development Advisory Committee. Serves as Administrative Duty Officer on a rotating basis.
Qualifications:

Valid driver's license
Minimum Qualifications:
Two years of experience in providing direction necessary to implement the objectives of an agency, program, or organizational unit. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
The preferred candidate will have three years of experience in professional accounting/auditing work.
